Can I buy the cover piece for my Shimano 7sp shifter brake lever combo any where?

I have a shimano 7sp shifter brake combo. For lack of knowing for sure what it is called, the piece on top that covers it is broke.

No. At least there is no “new replacement” available. There’s always a chance, however slim and hopeless it may be, that a shop will have the same part in the old parts bin to cannibalize.

If your shift lever still works, then no point in worrying about it. If it’s dead, you replace the whole unit.
